The  present  study  consisted  of  three  main  objectives, namely,  1)  to investigate the Social Welfare Management based on the Concept of The Sacca Saving Group of Administrative Committee in Pattawee Sub-District, Makham District, Chanthaburi Province;  2) to investigate factors affecting Social Welfare Management based on the Concept of The Sacca Saving Group of Administrative Committee in Pattawee Sub-District, Makham District Chanthaburi Province; and  3) to explore  problem Threats and guidelines on development of Social Welfare Management based on the Concept of The Sacca Saving Group of Administrative Committee in Pattawee Sub-District,  Makham  District, Chanthaburi Province.

              The study employed a Mixed Methodology Research, with a quantitative research design of a survey. The questionnaire was used to collect data from committee members of the Sacca Saving Group in Pattawee Sub-District, Markham District, Chanthaburi Province. Data were analyzed by using statistical techniques such as frequency, percentage, mean, and standard deviation, t-test, One-Way ANOVA, and Scheffe’s post hoc comparison. In addition, in-depth interviews were used with 6 key informants, and data were analyzed by means of content analysis.

               The study findings revealed that:

1. The overall social welfare management based on The Concept of The Sacca Saving Group of Administrative Committee in Pattawee Sub-District,  Makham  District,  Chanthaburi  Province, was at a high level.  When considering each aspect, it could be seen that the mean score of the  revolving fund  aspect was at a high level, while the mean scores of the psychological aspect,  the Scholarships aspect,  the cremation,  the welfare management aspect,  the group's revenue aspect, and the aspect was at a lowest level, the  medical fee  aspect, respectively.

2. The hypothesis testing showed the committee members who were different in educational backgrounds, monthly incomes, positions in the community, set the rules in group, participation of members, support of the government agencies,  support of the local administration organization, and adherence to the Buddhist principles for group management had different the social welfare receiving by Concept of The Sacca Saving Group with statistical significance at 0.05 level.  However, the people with different in ages and genders showed no differences in the social welfare receiving by Concept of The Sacca Saving Group with statistical significance at 0.05 level,  which did not support the study hypothesis.  The committee members who were different in ages, genders, educational backgrounds, monthly incomes, positions in the community, set the rules in group, participation of members, support of the government agencies,  support of the local administration organization, and adherence to the Buddhist principles for group management  had different  levels  of  the social welfare receiving.
