This thesis entitled ‘Process of Sustainable Urban and Rural Development in Chiang Kham District, Payao Province’ has three objectives: 1) to study the processes in the development of the city and rural community, Chiangkam District, Phayao Province, 2) to study the City’s and Municipality of Chiangkam community’s contribution and Sub-district Administrative Organization, Tambol Namvaen, Chiangkam District, Phayao Province, and 3) to analyze the processes in the development and contribution of the community, Chiangkam sub-strict, and Sub-district Administrative Organization, Chiangkam District, Phayao Province based on the principle of sustainable development, Chiangkam District, Phayao Province.
The Qualitative research method was employed. In collecting data, In-depth interview with 18 Key informants were used. key informants were of important staff working in the fiscal section and public sector in the area of Chiangkam Municipality and Sub-district Administrative Organization, Tambol Namvaen, Sub-District, Chiangkam District, Phayao Province. The data collected from the above mentioned informants were used to understand the processes in the development, contribution, problems and obstacles from two areas concerning the ‘the processes in the development of city and rural community to the sustainability of Chiangkam District, Phayao Province’. After that all data were analyzed and synthesized to prove the correlation of the principle of sustainability respectively.
The research findings were found that:
1) The development of rural region has been done through the processes of development where the close relationship with the grass root people was made to support the Sub-district Administrative Organization whereby moral roles in the self-reliance were put forward. By virtues of this, the support one another was also provided together with the development of physical, economic, social, cultural and environmental development and thereby strengthening a community in higher level. This development can be done side by side with all contribution in a society where both the city and rural community are peaceful, clean and safety whereby people’s good quality of life is made through the way of happy life. In this matter, the Sub-district Organization has been initiating the development of the city and rural community with a view to putting such development in higher level where people are somehow motivated to contribute their hands and thoughts including their potentiality in order to gain the mutual benefit through having the same vision, goal and strategy of any process in the required development, they need to have plan and monitor whatever is planned to evaluate the regional resources while doing any development. This is done through the help of government sectors in terms of consultancy and suggestion where knowledge and experience can be transformed to them in order to empower various communities leading to the sustainable development of the city and rule community as a whole.
2) The development can bring about the mutual learning and contribution to the members of a community where they love and feel toward the development of themselves. This situation provides the analysis of SWOT where the future of community can be foreseen to solve any existing problems through their culture which are linked with various sections of development whereby learning and solution of problems can be made through a community’s resources in a proper value. In this matter, the community’s parliament and its committee should be setup to manage such community under the premise of social contract. In this way, they can analyze and find the way out of problem together; every decision making should be counted and this will give rise to the master plan which will be utilized to develop their community where in new innovation is also introduced together with the old ways of life of their community and theses processes will be in accordance with their problems and needs. This can become an essential key held as the empowerment of their community leading to the sustainable self-reliance forever.
3) In the analysis of the processes and contribution of city and rural community and Chiangkam Municipality and Sub-district Administrative Organization, Tambol Namvaen based on the principle of sustainability, in the process and contribution, the economical dimension was found that they live their life according to the Sufficiency economy philosophy; they have self-reliance, no poverty was found, they live their life based bon good morality through the old ways of life and modern ones. Based on these aspects, their identity is still preserved and by the help of the community’s enterprises various groups of people in different jobs including agriculturists came to gain higher income as were observed by the great effort they have been trying to provide for outsiders’ experiences. Consequently, they were happy due to no-poverty; they got self-reliance and then developed themselves through the principle of sustainability. In the social dimension, the participative ways of living life were made to bring about immunity to a community where the balance and equality are followed and thereby solving many problems through their workable planning and they also set up the future plan to prohibit whatever unexpected problem it would be. It showed that the step by step of the plan has been laid down in accordance with all expected goals where they share the same view. If there is any plan needed to be corrected and adapted to suit the existing situation, they entirely agree to work it out together. By virtues of these, their advantages have been brought about through their sustainable culture, ways of life and community traditions. It showed that in the mentioned matter temples come to be a centre of all activities whereby many cultures of wisdom are transformed to generation by which the community’s processes of learning and understanding are somehow observed. From the above development, the ways of life based on sustainable culture has been passed to the leaders of their generation where the expansion of cultural web is made resulting in providing formal and non-formal leaders including various activity leaders. These serve as the good model for community’s members and youths where they are inspired to bring them into their application endlessly. Under these circumstances, the root of culture are preserved and understood in a deepest sense. In the dimension of environment, the proper awareness on the value of natural environment is made where the process and controlling of the environmental contamination is also done; the environment is prioritized where they should together protect and share such awareness of its value. Once they become aware of, the proper planning and dealing toward the changing of social consumerism and world trend are created. As a result of them, the balance of environment in a community comes to gain the higher value and sustainability respectively.
